ULSTER GAA: Achieving a state of readiness

UNDERTAKING major physical developments isn’t the right move for every club at the moment. However, if your club has identified a need to improve its facilities, it’s essential to be prepared to act when funding opportunities arise.

While public funding can be limited, this makes readiness even more important, as competition is high and application windows are often short.

Ulster GAA has long encouraged clubs to reach a ‘state of readiness’ , but what does that mean in practical terms?

What Does Being Ready Look Like?

There are several key criteria clubs must have in place before applying for funding, especially for large-scale capital projects:

Club Development Plan: A clear development plan is usually a requirement for funding applications. It helps a club understand its current situation, identify future needs, and demonstrate a clear rationale for funding.

This process also encourages wider community engagement and strengthens the case for support.

Governance and Compliance Documents:

– An up-to-date Club Constitution (referencing the Official Guide).

– Financial statements showing good record-keeping and financial health.

– A clear equality policy with an anti-racism and anti-sectarian ethos.

– Corporate Trustee up to date.

Ownership or Secure Tenure:

Clubs must either own the land or have a long-term lease (typically 21-plus years) to qualify for most capital grants. Ensure deeds of trust are current, especially where trustees have changed, to avoid delays.

Planning Permission:

Always confirm whether permission is required for developments like floodlights or ball-stops.

If permission is needed, have it secured and ensure it remains valid.

Demonstrated Fundraising Capacity:

One of the most common barriers to successful funding is lack of partnership funding.

Clubs should engage in ring-fenced fundraising for a few years ahead of planned developments.

A strong fundraising history and a healthy balance can significantly boost credibility with funders.

Why This Matters?

Capital grants are often announced with little notice and have tight deadlines.

Clubs that already have key elements in place, plans, permissions, documents, and funds will be best placed to apply quickly and successfully.

Even if your club isn’t ready to build right now, getting into a state of readiness ensures you’re in the strongest position to seize opportunities when they arise.
